In Dnipro, a state program for compensating the cost of rehabilitation services for children with disabilities aged up to 18 years is in effect. In 2026, this program was already used by 186 children. The compensation is provided in accordance with the decree of the Cabinet of Ministers of Ukraine No. 309.
The maximum compensation amount per child per year depends on the degree of functional impairment: for I and II degrees, up to 16,000 hryvnias, and for III degree, up to 25,000 hryvnias. For orphans and children deprived of parental care, these amounts are increased by 50%.
Parents or legal guardians independently choose the rehabilitation facility and the duration of the course. Rehabilitation can be outpatient or inpatient. In the case of an inpatient course, the cost may include the child's and one of the parents' or legal guardian's accommodation and meals, but these expenses cannot exceed 40% of the maximum cost of rehabilitation services.
To use the program, you need to contact the social protection department with your passport, birth certificate of the child, a medical opinion or certificate confirming disability, a medical record from an outpatient clinic, and an individual rehabilitation program.
The head of the Department of Veteran Policy and Social Guarantees of the Novo-Kodaetsky District of the Right Bank Social Protection Department, Irina Fesenko, says that specialists help to quickly complete the application, provide a list of rehabilitation facilities, and guide through each step. As an example of long-term use of the program, the family of Liliya cites: her 8-year-old daughter, Alisa, who has Edward's syndrome, has been undergoing rehabilitation for four years, and recently, the girl completed another course with massage and therapeutic exercises.
