Dnipro: How to get compensation for damaged windows under the "Rebuild" program
Damaged windows after shelling are included in the compensation provided by "Rebuild," but there is no separate payment "per window." The compensation covers the restoration of the entire dwelling. In Dnipro, it is necessary to first photograph the damage and submit a notification through "Diya," a local community center, or a notary, and then submit a claim for compensation. The maximum amounts are: up to 200 thousand UAH for minor repairs, 350 thousand UAH for an apartment, and 500 thousand UAH for a private house.
The "єВідновлення" program compensation is not a fixed, one-time payment "per window." Damaged window frames, glass packages, sashes, and other parts of the window block can be taken into account when determining the cost of restoring damaged housing – this refers to compensation for restoring the property as a whole.
According to current regulations, assistance is provided for repairing damaged apartments, private residential buildings, and other residential properties specified in the program. The amount is determined by a commission after assessing the damage according to the procedure approved by Cabinet of Ministers Resolution No. 381. Those who are eligible to apply are the owners of properties that meet the program's conditions: the property must have been damaged as a result of combat actions and be eligible for restoration, and the damage must have been documented in accordance with established procedures. If an apartment belongs to multiple co-owners, all of them must sign the application.
First, if it is safe, it is advisable to photograph the damage – general and detailed shots of the facade or room, window frame, broken glass, damaged frame and sills. Then, you need to report the damage to property through "Diya" or offline – through a local community center or a notary. After that, a claim for compensation is submitted: through the "Diya" app or portal, the local community center, or a notary; in which the property details are verified and the "єВідновлення" account is specified. It is not advisable to fully repair the damage until it has been documented and inspected, and if a broken window poses a danger to people, safety measures remain the priority.
Processing the application may take up to 30 working days, and the decision on the amount is made after inspecting the property. Maximum payouts for damaged housing: up to 200 thousand UAH for minor repairs, up to 350 thousand UAH for major apartment repairs, and up to 500 thousand UAH for major private house repairs. For payments exceeding 200 thousand UAH, phased financing is provided: after using the first part of the funds, an interim report is submitted, and after completion of the work, a final report. The funds are intended for repair work and construction materials in accordance with the program's regulations, and the payment is made through businesses – participants in the "єПідтримка" program.
The local authorities are restoring damaged entrances, stairwells, and elevators in multi-story buildings under a separate program, so such damage is not considered damage to private property within an apartment. The owner can also file a claim with the International Registry of Damage under category A3. 1 – damage or destruction of residential property. This is another mechanism that does not replace the state program: a claim through "Diya" can be filed even after receiving compensation under "Rebuild," but inclusion in the Registry does not mean automatic payment – it will be considered by the future compensation mechanism.
