Dnipro: Housing not covered by "ЄВідновлення" program due to documentation issues, is being restored by charitable organizations.
In Dnipro, some homeowners whose houses were damaged by shelling cannot use the "Rebuild" program due to issues with legal documents, so their homes are being repaired by charitable foundations. According to officials, after the attacks, such problems affect approximately 20–30% of private households; only in the Novokadatsky district, with over 40 damaged houses, 15 homeowners lacked documents.
In Dnipro, some residents whose homes were damaged as a result of Russian attacks are unable to receive state compensation under the "єВідновлення" program due to problems with legal documents. In such cases, non-profit organizations are helping to restore housing, according to the press service of the Dnipro city authorities.
According to Oleg Denisenko, head of the administration of the Novokadatsky district, after each attack, approximately 20–30% of private households experience problems with their property documents, making it impossible for residents to register in the program and receive government assistance. During one of the attacks, more than 40 private houses were damaged, and in 15 cases, residents had difficulties with their documents – their homes were taken on by charitable organizations for restoration.
The assistance is provided within the framework of the "Housing for Vulnerable Households V" project, supported by the United Nations Agency for Refugees in Ukraine; it is implemented by the charitable fund "Caritas Kryvyi Rih". In the Dnipropetrovsk region, the project plans to support over 100 households. This year, the fund has registered 160 damaged buildings for repair, of which 25 are located in Dnipro.
One example is the private house of Marina Nikolenko, where, after a nighttime attack, over 10 windows and the front door were broken, and the roof was damaged. Due to the lack of documents for part of the house, the family was unable to use "єВідновлення" (the state support program), so the donors completely replaced the windows and doors, repaired the roof and the facade. In another house, the cost of restoration was estimated at approximately 830 thousand hryvnias, but the family was denied "єВідновлення"; the fund fully restored the roof and hallway, and the residents carried out part of the other work with the help of kind people.
According to the project coordinator, Yana Kosyarenko, the assistance is primarily provided to individuals who are unable to access state support, while also taking into account other vulnerability criteria, such as low income, age 60 and older, having many children, or having only one income earner in the family.
In Dnipro, several charitable organizations, including 11, are involved in restoring damaged housing. These organizations perform minor and medium-sized repairs to private homes and apartments, including repairing roofs, windows, and doors. According to Rafael Kizhner, director of the municipal institution "Center for Social and Psychological Support of the Population 'Touch'," the city is coordinating efforts with local administrations, charitable organizations, the United Nations Refugee Agency, and a housing restoration cluster to combine various sources of assistance.
