Dnipropetrovsk region: Due to the shutdown of "ArcelorMittal Kryvyi Rih" and "Kometstal," a budget deficit is predicted in 2027
The head of the Dnipropetrovsk regional council, Mykola Lukashuk, stated that the region and communities will experience a significant budget deficit in 2027 year. The reason is the cessation of operations at "ArселоrMittal Kryvyi Rih" and "Kometstal" after the shelling. These two enterprises provided local budgets with 2,6 billion and over 744 million hryvnias, respectively, in 2025 year.
The head of the Dnipropetrovsk regional council, Mykola Lukashuk, announced that the Dnipropetrovsk region and its communities are expected to experience a significant budget deficit in 2027. The main reason is the shutdown of key enterprises in Kryvyi Rih and Kam'yantsi, including "ArселорМіттал Kryvyi Rih" and "Kametstal," following attacks by the enemy.
According to Lukashuk, in the 2025 year, "ArcelorMittal Kryvyi Rih" paid 8,5 billion hryvnias in taxes, of which 2,6 billion hryvnias went to local budgets, including almost 1,8 billion hryvnias in land tax to the Kryvyi Rih budget. "Kometstal" transferred over 744 million hryvnias to the budget of Kam'yantsky – almost 20% of the city's income, which is used to finance schools, hospitals, and municipal services.
A similar situation previously occurred with the Ingulsk GZK, which, due to high electricity prices, stopped operating and reduced its tax payments from 1,1 billion to 181 million hryvnias within a year.
A separate factor that the head of the regional council mentioned was the planned withdrawal of 4,52 billion hryvnias of reverse subsidies from the region and communities, as well as the reduction in the share of personal income tax that remains in the communities, from 64% to 60%. The largest amounts of reverse subsidies are allocated to Dnipro – approximately 3,1 billion hryvnias, as well as to the Pavlohrad district and other communities.
Lukashuk emphasized that state programs only provide support to workers during layoffs or periods of inactivity, but do not address the issues of maintaining workforces, salaries, production capacity, and worker protection. The local authorities do not have the legal basis or resources to finance private enterprises, so a joint decision is needed from the government and business owners. According to him, the budgets of the Dnipro region, Kryvyi Rih, and Kam'yantsi will inevitably decrease.
