Shelters for pets: what rules apply to pet owners
Pet owners have the right to be in shelters during air raid alerts, but they are required to follow certain rules. Dogs must be on a leash, and cats and other small pets must be in carriers. Special requirements apply to dogs from a list of dangerous breeds, who must wear a muzzle.
In Ukraine, pet owners have the right to be in shelters with their pets during air raid alerts. However, this right comes with responsibilities for the owners, according to the State Service of Consumer Protection.
According to the requirements for the maintenance and operation of civil defense facilities, which were updated by the Ministry of Internal Affairs of Ukraine in 2024 year, animals cannot be left unattended. Dogs should be kept on a leash, and cats and other small pets should be kept in special carriers or containers.
Particular attention was paid to dogs from the list of dangerous breeds approved by the Cabinet of Ministers of Ukraine. In public places, including shelters, these animals must be kept on a short leash and wearing a muzzle. This is because, even well-socialized and obedient dogs, during air raid alerts, explosions, loud noises, and large crowds of people, may behave unpredictably.
The State Service on Consumer Protection reminds that following these rules helps to ensure comfort and safety for everyone in shelters, especially for children, the elderly, people with disabilities, and individuals who may be afraid of animals or have allergies.
